If you run a barangay, you know the drill

You didn’t take your oath to drown in paperwork.

Every one of these is an hour, a peso, or a night’s sleep you won’t get back:

A resident waits an hour for a clearance we still hand-write and dry-stamp.”
It’s 11 p.m. before the audit and the treasurer is reconciling receipts by hand.”
The blotter is a notebook — one flood, one fire, and years of records are gone.”
Ask three staff for the same resident’s record and you get three different answers.”

And when COA comes knocking, you just hope the receipts add up. It doesn’t have to be this way. Community System turns every one of these into a few clicks — and a record that can’t be lost, disputed, or disallowed.

One system, not ten notebooks
Stop making residents — and your staff — type the same thing twice.

A resident’s record is entered once. From there, a clearance, an official receipt, a ledger entry and an ARTA tracking number are created together — in one flow, in seconds. No re-typing, no lost slips, no year-end scramble.

Receipt + ledgerThe Official Receipt and the journal entry, created together, every time.
COA-ready SREYour Statement of Receipts & Expenditures, built as you go — not at year-end panic.
Resident QR IDA scannable barangay ID that pulls up the whole household in one tap.
Certificate of Indigency printed by Community System — Republic of the Philippines letterhead, control number, official receipt boxes and verification QR
Not a mock-up — a real certificate

This is the paper your residents actually get.

Straight from the system: Republic-of-the-Philippines letterhead, the Punong Barangay’s signature block, a control number, the official receipt — and a QR anyone can scan to verify it’s genuine.

  • Letter-size, print-ready — works with your existing printer and dry seal
  • Control numbers issued in sequence, never reused, never skipped
  • The fee posts itself to the books the moment you click Issue
  • Scan the QR and the certificate proves itself — no more fake clearances
Issue a certificate — One form creates the document, the ARTA ticket and the ledger entry together.

Serve · Govern · Grow

Everything a barangay does — in one place.

Each module talks to the others, so nothing is entered twice and nothing falls through the cracks.

Resident & Household Registry

One master record per household and resident — purok, voter status, and sectoral tags (senior, PWD, solo parent, 4Ps, indigent). Everything else joins to it.

Certificates & Permits

Barangay clearance, business, building, indigency, residency — issued in seconds with a QR, an official receipt, and an ARTA tracking number.

Revenue Collection → Books

Every fee and cedula you collect prints a receipt and posts itself to a double-entry ledger. Your money becomes your books, automatically.

Barangay Fund Accounting

General, SK and Trust funds; annual budget & appropriations; Statement of Receipts & Expenditures; budget-vs-actual — the treasurer’s daily tool.

Blotter & Katarungang Pambarangay

Log incidents, issue summons (KP-7), record settlements, and print a Certificate to File Action — the full peace-and-order workflow, not just a notebook.

Payroll · Attendance · HR

Honoraria and salaries with SSS, PhilHealth, Pag-IBIG and BIR built in; daily time records; payslips; and each staffer’s employment history.

Disaster & Relief (DRRM)

Tag at-risk households from the registry for evacuation priority; log relief distribution to stop double-claiming; file casualty reports.

Your own editable website

Every barangay gets a public site it can edit itself — officials, announcements, services, news — no developer, no waiting.

How you get started

Live in days — starting with a scheduled demo.

Demo → agreement → go-live. We do the heavy lifting; you keep serving residents.

01

Scheduled, guided demo

Our team walks your council through the system in a scheduled walkthrough — no self-service trials; you see it working on real barangay flows.

02

Sign & onboard

A service agreement with confidentiality terms protects your residents’ data and our system. Then we import your records and issue your accounts.

03

Go live & scale

No servers to buy. Add SMS, health, disaster and payroll as you grow. It keeps working — even offline.

Why barangays choose it

Made for real conditions — brownouts, audits, and all.

Works when the internet doesn’t

A local edition keeps serving residents and printing certificates through brownouts and outages, then syncs the moment you’re back online.

Your data stays yours

Data Privacy Act compliant, with consent capture, access logs, and one-click export. You own your records — always.

One accountable system

Retire the scattered notebooks and Excel files. One place, one login per staffer, one trail of who did what.

Audit-ready by default

Every peso is tracked to a fund and an account, so a COA visit is a printout — not a scramble.

Limited 2026 onboarding slots

Barangays around you are already going digital. Yours can be serving residents this way in days.

Request a demo schedule and our team will walk your council through the system — and show you exactly where your barangay is losing hours and pesos today, and how fast that stops.

Questions, answered

What barangay councils ask us first.

Can we sign up and try it ourselves first?

No — there are no self-service trials or public sandboxes. Community System is proprietary, so access is protected: demos are guided walkthroughs run by our team on a scheduled basis, and every barangay signs a service agreement with confidentiality terms before receiving credentials. That protects both your residents’ data and the system itself.

Do you move our current records in for us?

Yes. Once your agreement is signed, onboarding includes importing your existing resident lists, certificate logs and financial records so you start with your real data, not a blank system.

What happens during a brownout or internet outage?

The local edition runs on a barangay PC and keeps working offline — you can still issue certificates and collect fees. It reconciles to the secure central copy automatically when the connection returns.

Is it compliant with COA, DILG and the Data Privacy Act?

It’s built around them — ARTA day-clocks on requests, COA-ready financial reports, DILG’s Record of Barangay Inhabitants, and consent + audit logging for the Data Privacy Act.

Is our residents’ data safe?

Access is role-based (the treasurer can’t see what only the secretary should, and vice-versa), every view is logged, and sign-in supports two-factor authentication.

Are we locked into a long contract?

You do sign a service agreement before use — that’s what protects your data and our system — but there are no multi-year lock-ins. You keep full ownership of your data and can export it any time.

How much does it cost?

Pricing scales to the size of your barangay. Schedule a demo and we’ll give you a straight number — and show you where you’re losing hours and pesos today.

Tell us about your barangay and we’ll book your council a guided walkthrough. Demos run on a scheduled basis only — and system access starts after a signed service agreement, so your data and the platform stay protected.
